Job Summary
  • As a Quality Assurance Specialist, you will play a pivotal role in enhancing our Quality Management Program. Your expertise will help in developing and refining QA documentation and resources, ensuring alignment with our Engineering, Construction, and Expansion (ECE) Group's procedures, PMO guidelines, and corporate standards. Your responsibilities will include leading both internal and external QA audits, driving process improvement, and ensuring quality across our projects.


General Duties
    • Develop and maintain QA documentation and tools in line with the ECE Group’s procedures and corporate standards, enhancing our Quality Management Program.
    • Conduct internal audits within ECE departments to evaluate process compliance, identify improvement areas, and enhance overall efficiency and quality.
    • Perform external QA audits on design consultants and contractors, ensuring their work meets our contractual requirements.
    • Analyze processes through observation and interviews, provide assessments, and leverage quality tools and techniques to improve audit processes.
    • Engage in the corrective action process by monitoring Audit Corrective Action Requests (CAR) and ensure effective resolution.
    • Compile and present reports and recommendations, including non-conformance reports (NCR), to key stakeholders.
    • Collaborate with Project Management, Construction Management, and other personnel to support and tailor quality management approaches for Capital and Major Projects.
    • Guide the development of quality requirements for RFP/RFQ documents for various contract delivery models.
    • Review and approve quality-related submissions from contractors and designers.
    • Educate and train construction staff on quality oversight and compliance to ensure adherence to contractual standards.
    • Manage quality documentation, including audit logs, meeting minutes, and monthly QA reports.
    • Contribute to continuous improvement initiatives by participating in lessons learned workshops.

Skills
    • Proven experience in leading both internal and external quality audits, with a focus on process and contract compliance and business improvement.
    • Extensive knowledge and experience in quality management and continuous improvement, preferably within complex infrastructure, transit, engineering, or construction projects.
    • Familiarity with project management controls, standards, and tools.
    • Strong analytical, research, and problem-solving skills, with a knack for critical thinking and offering process improvements.
    • Excellent communication, presentation, client management, and conflict resolution skills.
    • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Visio, SharePoint) and other relevant software.
    • A  degree in engineering, business, or a related field, with at least ten years of relevant experience in quality functions within transit projects or a comparable sector. Equivalent combinations of education and experience will be considered.
